OpenAI Makes GPT-4o Free for All ChatGPT Users

The Decision

On May 6, 2025, OpenAI announced that GPT-4o would become available to all ChatGPT users, including those without paid subscriptions. This included text conversation, image input (photo analysis), and limited access to image generation through DALL-E 3. Previously, free users were limited to GPT-3.5, and GPT-4o was a paid Plus feature. The change represented a fundamental shift in OpenAI's business model — prioritising user scale and ecosystem dominance over direct subscription revenue.

What Free Users Get

Free tier GPT-4o access included: multimodal text conversation (text, image, document inputs), a daily limit of GPT-4o messages (after which users fell back to GPT-4o Mini), limited DALL-E 3 image generation (approximately 2 images per day), memory features (limited), and web browsing via Bing. Plus subscribers retained priority access, higher message limits, DALL-E 3 at full capacity, and early access to new features like Canvas and Sora.

Strategic Context

The move came directly after Google had made the Gemini API free for developers and expanded Google's free Gemini 1.5 Pro access in AI Studio. Anthropic was actively expanding Claude's free tier. The consumer AI market was heading toward a free-at-entry model where monetisation shifted to API revenue, enterprise contracts, and premium features rather than basic access. OpenAI could not cede the consumer acquisition advantage while maintaining a paid-only frontline product.

Impact on Usage

OpenAI reported a 30% month-over-month increase in ChatGPT daily active users following the change — bringing total DAU to over 100 million for the first time. In emerging markets including India, Brazil, and Southeast Asia, the growth was substantially higher as first-time AI users who had declined to enter payment details gained access to frontier-class AI.
